This can be activated on the T-Mobile network in the U.S.
I purchased this and decided not to use it after all. I did activate it and it works on T-Mobile (not sure what other networks - Reddit can be a good resource). I am not resetting it before sending as it seems a password will be created at that point; there is no private data on the phone. I will include a generic charging cord. I will charge it before sending.
It's pretty. It's in great shape.
